With reference to your cypher telegram of the 27th
ultimo, paraphrase of which is enclosed for convenience of reference I have the honour to inform you that Messrs. Gilman and Co., Agents for Lloyds, represented that it was essential for insurance and other purposes that sailings of vessels should be communicated to the Secretary of Lloyds in London. I arranged therefore to telegraph the information as in my code telegrams of the 2nd, 3rd and 4th instant, copies enclosed.
To save trouble in recovering the cost of such telegrams I have now arranged with the Cable Censor that such telegrams be forwarded direct to the Secretary of Lloyds after being specially passed for the purpose by the Censorate.
